Idris Elba’s Vision Moves Forward: Parliament Ratifies Sherbro Island Eco-City Project

Sierra Leone Parliament has officially ratified a transformative public-private partnership with Sherbro Alliance Partners (SAP), co-founded by globally renowned actor Idris Elba and his business partner Siaka Stevens. The agreement grants SAP the authority to lead the development of Sherbro Island into a modern, eco-smart city under a newly established Special Economic Zone (SEZ).

Tabled by Attorney General and Minister of Justice Alpha Sesay on Tuesday, June 24, 2025, the agreement received overwhelming bipartisan support, successfully passing its second and third readings in Parliament.

The ratification of the Sherbro Island City Investment Framework Agreement (Ratification) Act, 2025, represents a major milestone in the country’s drive for sustainable and inclusive economic growth.

The legislation officially recognizes SAP as the Development Authority for Sherbro Island, marking the beginning of a long-term master plan focused on green infrastructure, education, healthcare, technology, and tourism.

It also formalizes the Sherbro Island Development Zone, a strategic initiative designed to attract investment, boost tourism, and drive economic diversification through the creation of an environmentally responsible smart city.

“This milestone represents years of perseverance,” said Idris Elba. “We are excited to move into this next phase. Mr. President, your support is more important now than ever, and we are deeply honored to have you as a partner in realizing this vision.”

A New Special Economic Zone to Drive Inclusive Growth

Founded in 2019, Sherbro Alliance Partners (SAP) has worked extensively with local stakeholders, earning unanimous support from all Paramount Chiefs on the island and the wider Bonthe District community. The project’s foundation lies in its emphasis on sustainable development, community partnership, and long-term impact for generations of Sierra Leoneans.

President Julius Maada Bio welcomed the ratification and reaffirmed his government’s commitment to creating a robust environment for investment.

“This project is personal for me—not just because I come from Bonthe—but because I believe in its potential to unlock major investment and tourism opportunities for Sierra Leone,” he said. “It is our collective responsibility to position Sierra Leone as a destination where investment can thrive. This project is just the beginning.”

The Sherbro Island City project is expected to become a beacon of innovation in West Africa, with its SEZ offering favorable regulatory frameworks, sustainable practices, and infrastructure that supports both local communities and international investors.

As implementation begins, both the Government of Sierra Leone and SAP Ltd. are set to co-manage the development, guided by a shared mission to transform Sherbro Island into a thriving economic and ecological hub—one that not only honors the island’s rich heritage but also paves the way for a smarter, greener future.
