In his pivotal address, Dr. Stevens will highlight the transformative policy changes enacted under his leadership since November 2023. He will detail the significant improvements in currency management, financial inclusion, and the modernization of payment systems, including the landmark launch of the Instant Payment Service (IPS). Dr. Stevens brings an unparalleled depth of experience to his role. His distinguished career includes serving as Director of Research at the Bank of Sierra Leone, a position to which he was seconded from the prestigious Bank of England. He subsequently rose through the ranks, becoming Deputy Governor and then First Deputy Governor, where he was instrumental in overseeing the nation’s monetary stability. His extensive professional journey also encompasses impactful tenures as Country Programme Director at the International Growth Centre (LSE), Macroeconomic Adviser to Rwanda’s Ministry of Finance, and Head of a GIZ-funded macroeconomic advisory project. Notably, he dedicated a decade to the Bank of England, contributing significantly to financial stability and monetary analysis.

Beyond his executive leadership, Dr. Stevens is a prolific scholar whose research significantly contributes to the fields of financial stability, monetary analysis, and applied financial econometrics, with numerous publications in leading academic journals. He holds a PhD in Financial Economics from Durham University and has held respected visiting positions at both Durham University and Queen Mary University of London.
