Government Shuts Down Dangote Cement Over $653,300 Unpaid Freight Levy

The Government of Sierra Leone has shut down the operations of Dangote Cement (SL) Ltd for failing to pay a freight levy debt of $653,300, which has reportedly been outstanding since 2020.

The action took place on August 25th,2025 by the National Revenue Authority (NRA) through its Non-Tax Revenue Department, led by Commissioner Tom Vandy, with support from the Deputy Commissioner and the Domestic Tax Department Compliance Unit.

NRA officials sealed the company’s administrative office, control room, and production room, completely halting its operations. According to the NRA, the company will not be allowed to resume production until the debt is fully settled.

Commissioner Vandy explained that this move is part of a wider plan to make sure businesses in Sierra Leone meet their financial obligations to the state. He said the government cannot allow companies to ignore their duties while still operating and making profits.

The NRA also warned that other defaulting companies could face similar actions if they fail to pay what they owe.

Dangote Cement (SL) Ltd, a major player in the construction sector, has not yet released an official statement on the shutdown.
